they are so pilots of small aircraft will see the wires and not fly into them
why RED Balls, because Santa flew into wires once and that was all that was left of him!

Depends how far apart the cables are. Some birds have such a large wingspan that they could short between two cables so distractors are hung between them to discourage the birds from flying through
I have always believed they were markers to warn low-flying aircraft. Maybe not?
so that you can see the wires against the sky. an alert for airplanes, helicopters, etc.

It may be near a hospital or airport and it helps keep helicoptors from running into the wires.

ITS SO YOU CAN TELL THE MALE WIRES FROM THE FEMALE WIRES. LOL- ACTUALLY THEY ARE TO KEEP THE WIRES FROM TOUCHING IN HIGH WIND.
